摘要中国目前正处于产业转型和升级阶段，我们应该从更宽广的角度来看这个问题。我国正在经历一个重要的战略转型时期，然而国民经济发展的内外部环境同样也在发生了剧烈的变动，一方面是国际金融投资环境恶化带来的国际金融市场动荡，另一方面也是国内经济发展新形势下问题显现而急需改革的迫切需求，因此唯有推动转型升级才能实现产业的又好又快发展。同时，国际环境呈现出新的发展趋势，当前的世界处在一个更大的变革形势下，中国面临的发展前景将会更加复杂。世界经济发展和市场需求的变化，使得当前和将来一段时间内，经济全球化将不断发展，从而为我国进一步推行走出去战略，提升在世界范围内的资源重新配置主导权，拓展外部进步空间提供了新的机遇。这种转型升级不仅面向短时间的严峻形势，实际上这是中国产业化发展到今天，下一步怎么走，这样一个深刻的问题。 泉州和台湾的经济产业发展有着许多可以相互借鉴的地方，虽然各自处于于产业转型的不同阶段，但也因此，两岸经济契合度高，并且产业合作前景乐观。泉州台商投资区产业群在深化产业化合作、推动产业配套效应、减少创新成本、优化资源配置等方面作用突出，可以说是产业化发展到一定阶段的固有趋势。指导和激励产业集群发展，有利于产业结构的转型升级，推动经济发展模式的变革；有利于土地和其他资源的集约利用，对环境治理的重点投入；推动中小型企业规模发展，提高区域产业整体竞争力。
