摘要近几年来，文化产业已逐步得成为我国极具深远意义和发展前途的新兴产业，它是以文化消费为主导，以生产文化产品和提供文化服务为主的经营性行业。文化产业具有的发展特征和规律中包含一般产业共有的，也包括自身独特的。本文论述了文化产业的概念，定义以及作用。研究中以目的性、整体性、相互联系和制约以及最优化为原则，以理论与实践、定量与定性、静态与动态、实证与规范、归纳总结与演绎推理等相结合的方式实行。阐述了研究文化产业发展问题的实践和理论意义。通过对上海、北京，嘉定文化产业实践考察，认为研究文化产业发展问题对于促进我国文化产业发展，应对国际文化产业挑战具有积极的实践意义。该论文还研究了文化产业概念、分类、特征等基本理论问题。分析研究了嘉定区文化产业的发展实践。通过对嘉定区文化产业发展规模、增长速度、产业结构、产业创新等方面分析，认为文化生产促进了文化产业发展，文化生产是文化产业发展的主要力量。除此之外,也对发展嘉定区文化产业进行了进一步的研究。嘉定区应着重从政策、体制上对文化生产和文化消费加以保障、支持和促进，解放和发展文化生产力、文化消费力，加强创新，增强竞争力。加大人才队伍建设和多多接触国际先进文化产业发展模式和宝贵经验。文化产业发展问题还有许多内容需要进一步研究。如，文化商业价值观与政治、意识形态价值观，文化的艺术价值与经济价值，文化发展方向，文化企业经营管理，等等。9465

Cultural Industrial Structure and Development of Jiading District Strategies
Abstract
2011 is the first year for national "Twelve Five" plan. In particular, vigorously develop modern services, cultural industries as an important part of Shanghai competitiveness has increasingly become the Shanghai modern service industry development industry. Cultural industries as a sunrise industry in the 21st century, a great potential for development.This paper describes a basic overview of the cultural adjustment of industrial structure and development of jiading District, and examples of the achieved high scores in the cultural industries in developing countries or cities. jiading District, the problems in the cultural adjustment of industrial structure and facing the development of a number of bottlenecks.
