Abstract
Describe and analyze the background, the main content and the progress of Wenzhou financial reform. Based on the relevant data from the economic and social development of Wenzhou since 1996, describes the changes in living standards before and after the implementation of local rural financial reform. Describe and analyze the investment and financing of local farmers and small and medium enterprises in rural areas before and after the Wenzhou financial reform. By describing the changes in the three aspects including organizational structure, the industrial structure and the proliferation of entrepreneurship in rural areas, explore the impact of financial reform on the mechanism of local rural economic development. 1 引言
2011年下半年，温州地区出现民间借贷崩盘现象，各中小民营企业融资遇到巨大阻碍，许多企业纷纷倒闭，类似于立人集团事件的“跑路潮”层出不穷，甚至还不断出现老板跳楼的悲剧，严重危及到温州经济的健康发展。2011年10月初，在国务院总理温家宝到温州进行调查研究并明确表示温州可以进行适当改革探索后，温州市政府制定金融综合改革实验区总体方案初稿，上报至国务院，并得到了批准。2012年3月28日，国务院特批设立温州金融综合改革试验区并提出了改革“十二条”。[1] 温州金融改革对当地农村经济发展的影响分析:http://www.youerw.com/jingji/lunwen_13542.html
