摘    要河南省境内水系众多，滩区面积广阔，为保护居民免受洪水之灾，省内进行了多次移民迁建工作。滩区移民本是一项惠民工程，是为移民谋福利的工作，但在过往的滩区迁建中，却出现了补助资金不到位，住宅地点分配不满意，政府违规操作等移民权益受损问题。究其背后，潜藏着经济发展不平衡，政治体制不完善，教育资源不充分等原因。为进一步推进这项工作有序进行，促进滩区移民脱贫致富，亟待完善针对性举措，强化政府职能，提高现有补偿标准，完善移民扶持政策，切实保障移民的经济、政治、文化、社会生活等各方权益。89407

Abstract There are many river systems in Henan Province, so the areas of floodplain are board。 To protect residents from floods, it has conducted a lot of resettlement work in Henan。 The resettlement work should be a people-benefit project, which works for the welfare of immigrants。 But in some floodplain relocations, there have been certain phenomena of harming the rights and interests of immigrants。 For example, the subsidies do not reach the designated position, the allocation of residential locations is not satisfying, and the governments have some irregularities, etc。 There are unbalanced economic developments, imperfect political systems and inadequate educational resources behind them。 In order to promote the resettlement work orderly, and help the immigrants shake off poverty, it is necessary to perfect policies, strengthen the government function。 In addition, it is also useful to improve the compensation standards and policy supports, ensure the immigrants’ rights and interests of economy, politics, culture, social life and so on effectively。
