摘 要：党的十八届五中全会以来，中央、国务院明确提出建立绿色金融体系下的绿色保险制度。但是，到目前为止，有关绿色保险的研究尚在实践阶段。在此背景下，本论文通过分析镇江绿色保险的发展现状，结合当前镇江绿色保险发展面临的缺乏健全法律法规、企业投保意识不强、缺乏政府政策与资金支持等问题，提出建立健全环境责任保险的法律法规体系、明确投保范围及领域、确定承保模式、加大政府政策和资金扶持力度的方案，以此完善镇江绿色保险制度。93641

1 引言
本世纪，中国大力寻求经济的飞速发展，因为经济发展不注重环境而导致了严峻的环境问题，环境污染问题频发，环境污染事故也处在我国事故的高发期。对此，中央明确提出建立绿色金融体系，并对绿色金融的重要组成部分绿色保险予以很高的关注。
一直以来，镇江都被企业污染的问题所困扰，这个问题严重破坏了镇江“城市山林”的美誉。而现在，绿色保险的发展为镇江企业减少排污、规范发展，为企业发生环境污染事故后的赔偿铺就了新的阶梯。
