摘  要：改革开放以来，随着全球经济快速发展，我国东西部差距由大逐渐变小，但是仍然存在问题。在市场经济形势下，欠发达地区经济如何转型，在经济转型过程中如何调整和重新完善政府职能需要探讨。通过政府职能发挥的作用和经济欠发达地区发展实际情况为研究基础,以贵州大数据产业发展为例，思考政府职能转变和完善，政府在经济转型中的作用和决策机制完善等方面问题。94132

    Abstract: Since the policy of reform and opening up was initiated, with the global economy fast developing, the gap between the eastern and western areas in our country is narrowing, but there still exists some problems。 Under the market economy situation, it needs to be explored how to make the economy in less developed regions be in transition and, during this period, how to transform and re-perfect government functions。 Based on the government functions’ effects and the real developing conditions in the economic less developed areas, this thesis studies on the case of the big data industry's development in Guizhou province and research on the problems about the transformation and perfection of government functions and policy-making body, as well as the role government plays in the process of economic transition, etc。
