摘 要：两岸经贸交往有着悠久的历史。在1979年后，随着大陆“改革开放”政策的实施，两岸间贸易总量从1979年的0.77亿美元上升到现在1000多亿美元一年，两岸经贸进入一个全新的发展时期。在了解了两岸经贸政策发展历程、投资发展历程和贸易发展历程之后，我们发现两岸经贸在发展中也存在着贸易不平衡、经贸合作受惠范围有限、开放程度不对等、服务业合作程度低等诸多问题。针对以上问题，应加速大陆产业升级，促进两岸直接投资，加强政治互信，促进共同发展，大陆对台湾继续实行积极稳定的贸易优惠政策，文持两岸经贸持续交流，加强产业内合作，特别是服务业的合作。36796

Problems Lie of Cross-strait Trade Development and Its Countermeasures
Abstract:There is a long history of trade communication over Taiwan and mainland China. Especially since 1979, as a result of opening-up and reform, the relationship of the two sides steps into an entirely new period. However, problems still lie in terms of unbalanced trade, limited scope of cooperation and non-equivalent market exposure as well as the tertiary industry. In order to make those problems be solved successfully, the mainland China should quicken the step of industrial upgrading and transformation and promote the cross-strait direct invest as well as strengthen its political mutual understanding, thus facilitating the economy of both sides. Additionally, the preferential trade policy should be implemented positively and stably to Taiwan, so as to maintain the trade and communication in a harmonious way and enhance the cooperation in the related field, particularly for the tertiary industry.

两岸经贸发展存在的问题及对策
前言
自古大陆和台湾就有着较为频繁的经贸往来。由于政治原因两岸交流曾断绝过一段时间，但自改革开放以来，两岸陆续恢复了经贸往来。随着《海峡两岸经济合作框架协议》、《海峡两岸服务贸易协议》的签署，表明两岸经贸关系正朝着积极的方向发展。但是近期服务贸易造成的风波，又说明两岸经贸关系依旧存在动荡。两岸经贸的发展，仍需两岸付出更多的努力。
一、两岸经贸发展历程
（一）两岸经贸政策发展历程
1979年改革开放以后，两岸经贸交流开始恢复，大陆对台湾一直保持积极稳定的经贸政策，台湾对大陆的经贸政策也在逐步开放。总体来说，两岸经贸政策经历了四个发展阶段。
1.第一阶段（1979-1985年）
1979年5月 , 大陆原外经贸部颁布 《关于开展对台湾贸易的暂行规定》。1980年,原商业部颁布 《购买台湾产品的补充规定》, 对进口台湾产品免征关税。1981年，原外经贸部发布《关于促进大陆与台湾通商贸易进一步发展的四点建议》，提出欢迎台湾工商界同胞来大陆考察、经商、设立公司代表机构[1]。 两岸经贸发展存在的问题及对策:http://www.youerw.com/jingji/lunwen_35382.html
