我国第三方跨境支付的现状问题及对策研究

摘要随着经济全球化的深入推进和互联网技术的不断进步，依托现代电子信息技术进行的新型商业商务活动正以前所未有的速度迅猛发展，跨境贸易电子商务敲开了无国界网购的大门，引领生产生活方式变革，推动支付新浪潮，催生新的支付需求，正在成为电子商务的新热点。在这个网络交易市场发展越来越健全的今天，第三方支付作为网络交易中的一个环节，其行业具有着重要的研究意义。如何顺应电子商务发展新需要，规范电子商务跨境支付行为，建立相应的监管政策措施，势在必行。目前，第三方支付平台仍然是电子商务发展中的新兴产业。但支付的系统风险、信息风险等各种问题与社会影响各不相同，因为存在了对于推行第三方市场准入制度的研究，目前该领域作为一个新兴的市场，仍然存在较多制度上和程序上的问题，必须完善和改进制度，保证利益平衡原则与控权和促进原则，同时也应该在重视国内市场发展的同时，促进外资市场准入制度的发展，优化各项制度的发展，增强市场可操作性。44104

ABSTRACT

With the deep of economic globalization and the Internet technology advances, a new type of commercial business activities which relying on the modern electronic information technology is booming at an unprecedented speed, cross-border trade e-commerce knocking on the door on shopping without borders, leading the production way of life change, push to pay the new wave, gave rise to new payment requirements, e-commerce is becoming a new hot spot. In today's Internet market is more and more perfect today, as an intermediate link in network transactions, third-party payment industry nature there is a important research significance. How to comply with the new needs of e-commerce development, regulate the behavior of cross-border e-commerce payment, establish relevant regulatory policies and measures, is imperative. At present, the third-party payment platform is still emerging industries in the development of electronic commerce.
