摘 要：关于淮安服务外包的发展问题及战略行动分析是在分析了淮安市服务外包发展的现状、问题的基础上展开的。本文在分析全球服务外包、江苏省服务外包的的现状的基础上，采用了数据、案例分析方法，在分析了淮安服务外包的现状、问题上从而探索了淮安的服务外包的发展问题的战略行动分析。本文首先从全球服务外包到中国服务外包再到江苏省服务外包现在所面临的发展态势及目前发展现状，分析了淮安服务外包的发展的现状，其次通过分析现状发现淮安服务外包存在的主要问题，最后对淮安服务外包提出了相应的政策建议与行动计划。68118

Abstract: About the questions of the development of service outsourcing and strategic analysis is based on the analysis of current situation and problems in the development of service outsourcing. 1 引言
20世纪90年代以来,随着经济全球化、贸易全球的推进,信息技术、网络技术的发展和应用,世界产业结构正在发生重大变革,服务外包产业也应运而生。目前，服务外包已经成为服务贸易的一种新型模式，是现代高端服务业的重要产业形式，服务外包就是利用外部的专业化优势，把非核心的技术外包出去，从而降低本企业的成本、提高效率。但是对于服务贸易的定义没有统一标准。概括的来说，所谓服务外包是指一国的企业将一种服务商品的非关键的部分或者全部转让给国外公司承担的一种国际贸易方式。主要做法是企业将原来在内部从事的某一部分的业务内容通过互联网转移到其他国家进行处理。效率大大提高，成本降低。从而出现的服务外包等高端现代服务业，使得新一轮的世界性的产业结构的转移调整正在兴起。淮安市应该利用自身的优势，大力发展现代服务业尤其是服务外包产业，积极的抓住机遇迎接挑战，促进淮安市的产业结构的提升，丰富经济的增长方式，服务外包产业对于淮安市来说，发展道路是漫长的，是需要不断地研究与探索的，必须明确淮安市发展服务外包的现状、问题，在此基础上好好研究分析，做出切实可行的对策，为淮安市的经济又好又快发展、经济结构的转型做出贡献。论文网 淮安服务外包的发展问题及战略行动分析:http://www.youerw.com/jingji/lunwen_76532.html
