摘要近年来，随着电子商务的迅猛发展，电子商务发展及其所带来的影响已成为全球经济发展关注的热点，而中国是世界上电子商务发展速度最快，发展程度最高的国家，这样的发展成果不仅仅是电子商务发展大环境的影响，更是随着市场经济体制进一步的完善，国家出台相关政策推进经济增长方式转变和结构调整，同时电子商务在国民经济各部门中得到进一步的推广和应用，电子商务与产业发展深度融合不断加大，加速形成经济增长。虽然我国电子商务发展速度之快、程度之深，但是全国电子商务交易额一二线城市占了主要部分，反映区域性的电子商务发展并不均衡或有待开拓加强，同时中国部分中小城市存在着经济发展开发过度、投资过剩、产业结构不合理等现象，而电子商务则是以信息化为目标，以资源整合为手段，合理利用城市资源，缓解投资过热，产业聚合升级，实现增强城市核心竞争力、缩小城乡差距的新型经济结构。于是对中国中小城市电子商务发展探析尤为重要，通过综合文献知识归纳中国中小城市电子商务发展现状以及电子商务给区域经济带来的机遇（扬州市为例）；理论研究归纳中国中小城市电子商务发展中存在的问题及如何解决这些问题（扬州市为例）；案例分析中国中小城市成功的经验和日后会出现的窘境及应对策略（浙江省嘉兴市为例）。实地考察研究扬州市现有的产业结构、城市特点，就建立并完善属于扬州市特有的电子商务产业模式做出研究分析报告。71269
