摘要随着我国经济不断发展和城市化水平的提高，我国城市人民防空工程开发建设已进入高速、大规模发展时期，但由于城市人民防空工程建设资金需求量大， 投融资问题始终是制约我国城市人民防空工程发展的瓶颈。所以，对人防工程融资模式的研究具有重要的现实意义。本论文结合有关经济金融理论，在分析了我国城市人防工程的经济属性、投资特点后，重点分析了其中各种融资模式的优点和缺点，并进行了横向的比较分析。通过研究发现：和一般的公共物品相比，人防工程具有阶段属性；由于其特殊性，在平时具有较大的开发效益，因此，对私人投资者具有较大的吸引力；最后，通过对各种融资模式的分析比较，发现PPP融资模式比较适合我国的人防建设。10578

Title The analysis of financing models for civil defence project under the conditions of the market economy
Abstract
With the development of economy and improving of the urbanization level ,the development and construction of China 's urban civil defence project has entered a high-speed,large-scale development period.However, due to big demand for construction funds for constructions of urban civil defence project ,the investment and financing issue has always been the bottle neck to constrain the development of Chinas'urban civil defence project .Therefore,the study of the financing model for civil defence projects has important practical significance By analyzing the economic attributes and the development of urban civil defence works on the basics of the economic and financial theories,this paper focuses on the advantages and disadvantages of various financing models,and their horizontal analysis.The study finds that: compared to the general public goods,civil air defence project has stage properties；because of its specificity,it usually has greater development efficiency,and therefore it is more attractive to private investors；Finally,through analysis of a variety of financing models,the PPP financing model is more suitable for civil air defence construction.
