Abstract: The real estate industry in our country industry occupies a large proportion in the national economy, has the obvious role in the development of national economy. However, in our country there are many problems in the process of the real estate market development, through the analysis such as asymmetry of market supply and demand, national macroeconomic regulation and control and market main regulating imbalances. The failure of the real estate industry has a connection with the government behavior; Government policy lag, policy failure and the shortage of executive force factors leads to the failure of the regulation. Therefore, to strengthen planning and market regulation, to realize the normal operation of the management.

前言
改革开放的作用使人民生活水平得到了很高的改善，也推进着我国的国民经济一步步的向前发展。国家的土地制度不断在改革、城镇住房制度不断完善，使得房地产业得到很快的发展，自从大力实施住房消费以来，人们的住房等各方面的条件得到显而易见的改善。这种种的因素推动了中国城市房地产业在住宅领域的显著地位。房地产行业具有很大的关联性，在我国国民经济中具有很大的作用。从08年以来，我国的房地产一直处于持续的增长状态，政府的行为加之消费者不理性的消费行为及各方面的因素推动了房价的高涨。随之而带来的重大的社会问题，引起了社会各界人士的思索。
