摘要:我国义务教育发展水平出现不同程度上的差异,实质上是由义务教育资源配置不均所导致,主要体现为义务教育消费、教师素质水平等教育资源在省际间、城乡间、校际间的配置不公。当今造成义务教育资源配置不公平的原因,除了受区域经济发展水平的严重制约外,现行教育政策与体制,以及相关法律法规均存在不完善之处。而改革义务教育财政拨款与投资管理体制、建立合理的城乡校长、教师定期流动机制、整合教育资源,加大信息公开化程度是促进教育公平化的诸多渠道。26851

A Study of the Ways of Achieving the Equality in Allocating Compulsory Education Resources
Abstract: The imbalanced development of compulsory education in China is actually caused by the uneven allocation of educational resources. This can be seen from the differences in funds and faculties for different regions and schools and that between urban areas and rural areas. What are accountable for these inequalities include the development status of regional economies, today’s policies and institutions concerning education as well as the defectives in relevant laws and regulations. And reforming the financial allocation and investment management system of compulsory education, establishing a reasonable mechanism for the regular flowing of urban and rural headmasters and teachers, integrating educational resources, realizing the non-monopoly sharing of compulsory education information as well as perfecting the laws and regulations for educational investment are some of the channels to rationally allocate compulsory education resources and to promote educational equity.
