摘要旧城是指功能上不能有效满足使用者实际生活需求,结构上日渐危旧,形态上是 在居住建筑中具有历史遗迹的成片的区域。由于历史、政治和经济等方面的原因，我 国城市的旧区，或多或少存在着布局混乱、房屋破旧、居住拥挤、交通阻塞、环境污 染、市政和公共设施短缺等问题，影响着城市经济和社会的和谐发展。85099

本文针对我国在旧城改造方面存在的一些问题进行了分析，重点分析了历史街区 的保护与处理方法，整体规划中的交通问题、拆迁问题、基础设施问题和开发模式问 题以及对于居住环境中的绿化和建设中产生的建筑垃圾处理等问题，并提出相应解决 方案。

另外结合本地区镇江西津渡老城区改造的案例分析改造过程中的问题，并针对西 津渡的实际情况提出具体的解决办法。最后对我国旧城改造的未来发展前景和方向， 包括未来对城市规划决策机制的完善、信息的来源、城市规划师的作用等方面进行了 展望。

Abstract Old city refers to the function can not effectively meet the needs of users of real life, the structure is increasingly dangerous old, is in the residential building in the area of historical sites into a piece of。 Old district of city of our country, the existence of more or less confusing layout, dilapidated housing, overcrowding, traffic  congestion, environmental pollution, municipal and public facilities shortage problem, affecting the harmonious development of urban economy and society because of historical, political and economic reasons。

This paper analyzes some problems existing in the transformation of the old city of China, focusing on analysis of the historical block protection and processing method, the overall planning of traffic problems, relocation, infrastructure problems and development model problems and for the residential environment greening and construction of construction waste disposal and other problems, and puts forward the corresponding solutions。

In combination with local district in Zhenjiang Xijin crossing of transformation of the old city case analysis problems in the process of transformation, and puts forward specific solutions according to the actual situation of Xijin ferry。 Finally, the future development prospects and direction of the transformation of the old city, including the future of the urban planning and decision-making mechanism, the source of information, the role of urban planners and other aspects of the prospect。
