摘要:就业问题长期以来是国家和社会所关注的重点,残疾人作为社会成员中的弱势群体,自身生理缺陷、心理素质自身素质差、社会歧视、政策扶持不够等因素使他们面临着更为严峻的就业压力,长期处于劳动力市场的劣势地位。就业培训是促进残疾人就业最可观的方式之一,通过培训,残疾人能获取职业技能和提高教育知识水平,增强残疾人在就业中的竞争力,不仅利于残疾人实现自我价值、平等地参与社会活动,而且利于社会和谐稳定地发展。22077
本文通过文献和实地访谈的研究方法,结合区域特色和上海市现有残疾人就业培训相关政策,分析上海市残疾人就业培训现状,从培训制度、项目、师资、扶持的角度梳理整合上海市残疾人就业培训体系,分析培训内容与残疾人就业需求间的关系,发现残疾人培训中存在的问题,从增能角度提出有效的对策和建议,完善残疾人就业培训工作,实现残疾人就业。

Research on the Employment and Training for Disabled People in Shanghai in the Perspective of Increasing Human Rights
Abstract:Our country and society has focused on the problem of employment for a long time. As social members, disabled people are the vulnerable groups. Because of the factors of physiological defect, poor physical and mental qualities, social discrimination and insufficient policy support, they are confronted with severe employment pressure. And they have been at disadvantage of the labor market for a long time. The training of employment is one of the useful ways to promote the employment of disabled people. Disabled people can achieve vocational skills and improve the level of education through training, so that can enhance competitiveness of the disabled in employment. It may not only be beneficial to the disabled to achieve self-worth and participate in social activities equally, but also be beneficial to the society to develop harmoniously and stably.
This article by the research methods of reading literatures and field interview, combining regional characteristics with policies of employment and training for disabled people in Shanghai to analyze current situation of employment and training for disabled people in Shanghai, so as to summarize the system of employment and training for disabled people in Shanghai from the point of training system, project, teachers and policy. Analyzing the training relationship with employment needs of disabled people is to find out the problems in the training, then, from the perspective of empowerment, make effective recommendations and countermeasures to improve employment and training for people with disabilities and help them to get a job.
