摘要自精英决策模式诞生以来，它对国内外传统政治决策机制的发展产生了难以估量的影响，世界各国学者都其进行了研究，他们采取的研究方法与研究方向也各不相同，但形色各异的理论观点对传统政治运行产生了同样深远的指导意义。本文通过回顾前人研究与审视各国政策制定实践，发现精英决策模式在存在合理性的同时，也具有难以忽视的弊端。本文通过采取文献阅读法、比较分析法以及理论联系实际的方法，按照“文献综述——利弊分析——转型建议”的思路，侧重从理论视角来深入研究精英决策模式的利弊，在界定了精英决策和公民参与内涵后的基础上，探索公民参与政治决策的角色与作用，并对精英决策的转型提出新的解决方案，力求实现民主与精英的完美融合，这对我国政治社会的稳定发展具有重要意义。26065

Title The analysis of advantages and disadvantages of the elite decision and the research on the transformation path
Abstract
Since the elite decision came into being , it has made great influence on traditional policy-making . Researchers at home and abroad has adopt various methods to research the elite decisions , and their emphasis were far different . However , the perse theories has offered profound guiding significance on the political operation system. Through the review of the research of previous and the inspection of policy formulation among nations，we found that the elite decisions had some inevitable disadvantages while it did has the rationality . This paper adopted the research methods of literature review, comparative analysis and linking theory with practice , and we interpreted the advantag-es and disadvantages of the elite decisions with theoretical approaches. We explored the role and effect of the citizen participation in public policy making and proposed new solutions on the transformation of the elite decisions , based on the normalized concep-tions of policy decisions and citizen participation , which realized the integration of elite anddemocracy . In short , it is of great significance to carry on this research.

1 绪论
1．1 研究背景及意义
众所周知，精英决策模式始于西方的精英民主理论，代表着在决策过程中占少数部分的精英阶层具有决定性地位。精英决策模式作为广泛存在的一种决策模式，在具有存在合理性的同时，也具有难以回避的弊端，譬如缺乏制度效率以及违背民主自由的基本价值理念等。
自建国以来，精英决策模式一直是我国公共政策制定的基本模式，具有典型的“内输入”性。公共政策的制定基本取决于精英的作用，社会公众的利益表达极其微弱且不受重视。然而，随着我国经济社会发展，催生了具有多元的利益诉求的不同社会阶层，激发了公民参与政策制定的内在需求。传统的精英决策模式不再适应国情的发展，我们需要探索出精英决策模式转型的新路径。
