摘要:新时期，社区建设已然纳入国民经济和社会发展计划的战略布局，而塑造高素质社区管理人才、提高社区综合管理能力也就显得尤为重要。然而，目前我国社区管理人才总体状况呈现总量不足、专业化程度不高、结构不合理、分布不均衡等情况，为了改善这种局面，应该从完善社区人事立法、完善社区管理岗位设置、建立健全高素质社区管理人才获取机制、建立完善社区管理人才培养机制、加强对高素质社区管理人才基础保障的力度等方面入手，逐步提高社区管理人才队伍整体素质，促进社区又好又快发展。31431

Path analysis of the team of high quality community management personnel
Abstract：In the new period, community construction has been included in the Nation economy and the strategic layout of social development. It is immensely important to train the high quality talents for community management and improve the ability of community comprehensive management. However, the overall situation of China's community management personnel appear insufficient, not high degree of specialization, unreasonable structure, uneven distribution of the situation, in order to improve this situation should from the perfect community personnel legislation, improve the community management positions set, the establishment of a sound high pigment quality of community management talent acquisition mechanism, establish and improve community management personnel training system, strengthening of high-quality community management talent based security efforts to start, and gradually improve the overall quality of community management personnel, to promote the sound and rapid development of the community.

一、引言
社区是指聚居在一定区域范围内的人们所组成的社会生活共同体。随着我国城市现代化与农村城市化建设进程的推进,城市的管理面在不断扩大,管理内容也日趋复杂,城市的管理重心将下移到人们日常生活的社区。社区在社会转型时期中承担着文护社会稳定、促进社会整合和提供社会服务等职能,这也是新时期推进社会发展赋予社区建设的历史使命。作为城市最基础的组成部分，社区在城市基层自治和城市管理体制改革和发展中发挥着十分重要的作用，是和政府联系服务群众、加强城市管理的重要模块。
