摘要:徐州地处江苏的西北部，随着近些年的快速发展，在人口城镇化方面与苏南地区相比依旧有一定的差距。本文基于人口城镇化的内涵，构建小城镇人口城镇化发展质量指标，利用因子分析法和GIS空间分析，选取最能够代表小城镇人口城镇化水平发展的经济发展、人民生活、城镇承载力、城镇基础设施4方面的11个指标，对徐州的114个小城镇进行人口城镇化格局研究。结果表明：徐州小城镇人口城镇化发展水平较高，但是不同的小城镇之间，人口城镇化发展水平有很大的差异。在此基础上，提出了不断加强中心城市建设，以期扩大辐射带动能力，依托小城镇各自的优势，发展自己的产业集群，促进农业劳动力向第二、第三产业转移等建议。37387

The pattern of population urbanization of small towns in Xuzhou
Abstract: Xuzhou is located in northwest of Jiangsu Province, and with the rapid development in recent years, the population urbanization still has a certain gap ,compared with the north of Jiangsu Province. Based on the basic connotations of population urbanization, the evaluation index system of population urbanization development quality is constructed, and the pattern of population urbanization of small towns in Xuzhou is as analyzed by using spss method. Tis paper studies the rural urbanization level of 114 areas in Xuzhou, involving 11 indicators of 4 major aspects, such as economic development, people’s living, capacity of the area built in the bearing, infrastructure of the area built in the bearing.The reults show that the population urbanization development level of Xuzhou small town is high. But, the difference of urbanization development level between small towns is great. On this basis, I put forward that strengthening the construction of the central city, in order to expand the capacity of radiation, relying on the advantages of small towns of their own, the development of industrial clusters, promote agricultural labor force to second, third industrial transfer.

0引言
随着改革开放的进程，中国城市不断扩张，城市数量不断增加，中国正处于城镇化加速发展的时期。李克强明确指出，城镇化是我国经济增长的巨大引擎，是扩大内需的最大潜力[1]。学术界也同样认可城镇化是我国将来更好地取得改革红利、土地红利和人口红利的重要保证，是中我国拉动内需，推动产业结构转型升级以及跨越暂时性的贫富差距较大等问题的一系列的前提条件的这一理念[2][3]。但是，中国的小城镇发展模式粗犷，人口城镇化发展水平相对较低。如何有效地提高小城镇人口城镇化成为了当务之急。
