摘要可持续发展是当今社会发展的必然方向，有限的自然资源土地显得十分重要。人多地少、是我国的基本国情。土地利用方式粗犷、生态破坏等问题突出，已成为区域可持续发展的瓶颈。实现有限土地资源持续利用，统筹区域土地、经济的协调发展，优化区域土地、经济总体布局，已经成为新形势。本文以连云港市为例，根据研究区土地利用区域差异及其影响因素，分别从宏观土地利用、农用地利用、建设用地利用、未利用地利用四个方面选取土地利用率等9个指标并通过聚类分析将研究区的5个市县，划分成四个土地利用功能区：市区为优化发展区、赣榆县为滨海潜力区、东海县重点发展区、灌云县、灌南县为一般发展区，为统筹土地利用与可持续发展提供前提；预测2020年连云港农用地面积为525723.3公顷，建设用地面积为165210.1公顷，在参照连云港土地利用总体规划的基础上提出统筹区域土地利用与可持续发展的建议。39152

Abstract
Sustainable development is the inevitable trend of social development, and the land as the limited natural resources is very important. More people and lack of the land resources is the basic situation of our country.Wrong land use styles, ecological damage and other prominent rough problems, has become a bottleneck of regional sustainable development. To realize the sustainable use of limited land resources, coordinate the development of regional land and economy, optimize the layout of regional land and economy, and have become the new situation. In this article scrap, Lianyungang City as an example, according to the regional differences and influencing factors of land use in the study area, respectively from the macro land use, agricultural land use, construction land, unused land use from four aspects of land use rate of 9 indicators and through cluster analysis of 5 cities and counties in the study area, is pided into four functional areas: urban land use to optimize the development area, Ganyu County, Dong hai County near by seas District potential key development zone, Guanyun County, Guannan County General Development Zone, for the overall planning of land use and sustainable development to provide the premise; forecast 2020 Lian yun gang Agricultural land area of 525723.3 hectares, construction land an area of 165210.1 hectares, in the light of Lian yun gang land use planning based on the suggestion of promoting land use and sustainable development of regional planning.
