摘要：自工业时代以来，环境污染问题愈演愈烈，特别是雾霾问题，造成了大规模的健康危害以及经济损失。本文试图通过美国治理雾霾的经验总结，分析我国现今在治理雾霾问题中所出现的问题及解决方案。本文分为四个部分，第一部分介绍文章的研究目的和意义以及雾霾的发展现状；第二部分阐明美国雾霾的发展过程，从政府的忽视治理到一系列法律体系的建立，最终污染重区重现蓝天白云；第三部分从立法管理、经济、社会、技术四个角度出发总结美国治理雾霾的经验手段，地方与中央的跨区域合作，一系列市场经济的手段，社会舆论、公众参与、数据共享及新技术新能源开发；第四部分根据美国治理雾霾经验的启示，结合宏观角度出发，归纳出适合我国治理雾霾的手段。58149

Experience and Enlightenment of American governance haze

Abstract: Since the industrial age, environmental pollution problems have been intensified, especially the haze problem,which causing massive economic losses and health hazards.This thesis analysis how to solve today’s haze problems and solutions by summing up American governance experience.This thesis has four parts,the first part is to describe the article’s purpose and significance and the development of haze ; the second part is to clarify the development of the United States haze ,from the government’s neglect to establish a series of legal system ,and at last the blue sky came back again in these heavy polluted area ;the third part is to sum up the American governance haze experience in four angles about legislative management,economic,social and technology.Like inter-regional cooperation of local and central,a series of market economy means, public opinion,public participation,data sharing and new technologies and new energy devolopment;the forth part is about sum suitable means of governance haze from Macro perspective according to the Amercian governance haze.
