摘要:大学生村官选聘制度对农村社区治理具有促进农村社会经济文化发展,提高农村干部队伍的整体素质,促进农村的和谐稳定等重要意义。本文从大学生村官选聘制度对农村社区治理的重要性入手,分析了当下大学生村官选聘制度还存在的思想不稳定,专业不对口,激励制度不健全,重视程度不够,保障不完善等问题,所以结合大学生村官选聘制度与农村社区治理的关系,针对性地提出了一些如扩大选聘范围,健全思想作风建设,依岗定责,健全激励机制,加大培训力度,以及解决后续发展问题等创新途径,使大学生村官选聘制度更加适合农村社区治理。58449

Study on Village Hiring System Innovation Way of College Students -- Based on the Ruralcommunity Construction Mode
Abstract: University student village official selection system of rural community governance is to promote rural economic, social and cultural development, improve the overall quality of the contingent of cadres in rural areas, promote rural harmony and stability, and other important significance. This article analyzed the present university student village official selection system still existed thought unstable, not professional counterparts, incentive system is not perfect, not paying enough attention to the importance of rural community governance from the university student village official selection system, security is not perfect wait for a problem, so the combination of the relationship between university student village official selection system and rural community governance, to puts forward some such as expanding the selection range, improve the ideological and working style construction, according to the post duty, sound incentive mechanism, increase the intensity of training, and solve the problem of subsequent development and innovative ways, the college graduate village official selection system is more suitable for rural community governance.

在全球化快速发展的今天,人与人之间的距离却日渐疏远,由此,促成了各地农村社区治理的苏醒。可以想见,随着社区自治功能的增强,如何更有效的推进农村社区治理将成为一项重要的研究课题。而选聘大学生村官到村任职,对于农村社区治理具有十分重要的意义。
一、大学生村官选聘制度的现状及问题
(一)大学生村官选聘工作的现行做法
根据调查和查阅相关的资料,各地区本着贯彻中央文件的精神,按照指定的程序组织选拔工作,目前的主要做法如下:
1.个人报名
一般是进行网上报名。在报名环节上要求考生信守承诺, 考试严格按照国家公务员招考有关规定要求组织实施,确保考场秩序井然,纪律严肃,真实、准确地提供本人资料、身份证件等相关材料。
2.资格审查
由地市组织相关的各个部门根据考生报名所提供的材料对照职位进行审查,审查结果会放在网上进行反馈,考生可以查询到自己的资格审查结果。
3.笔试
通过资格审查的考生可以参加笔试。笔试的主要内容主要包括:科学发展观,“三个代表”重要思想等政治知识;在农村(社区)最新的政策等知识;以及时事热点、各方面基础知识等内容。
4.面试
由各地基层政府机关和村委会组织面试,通过谈话和观察,测评应试者的基本素质、未来潜力、实际技术运用以及与职位的匹配性,为人才的聘用做准备。着重测评应试者的举止仪表、情绪与素养、语言表达能力、辩证分析能力、解决问题的能力与进取精神。
