摘要随着社会经济、政治的不断发展，人类早已进入了信息时代。而作为人类社会中最重要的资源，信息大部分掌握在政府手中。政府信息的公开对于提高政府效率、公平、透明度，以及维护社会稳定具有十分重要的作用，并且已成为全球共识，各国都在致力于建设阳光型政府。2007年4月24日,国务院总理温家宝签署第492号国务院令,公布《中华人民共和国政府信息公开条例》,从而使中国政府信息公开得到了较大的发展。而在2007年11月20日，南京市政府也在市政府常务会议上审议通过了《南京市政府信息公开规定》，制定了适用于本市各级政府机关公开政府信息的各类活动章程。64013

    文章从南京市政府信息公开现状的视角出发来引出目前政府信息公开的相关问题，指出了政府信息公开的相关概念界定，并详细分析了南京市政府信息公开的研究背景、有关信息公开所颁布的条例分析以及政府信息公开目前存在的种种问题。运用现实公开情况和案例，从历史、体制、政治、经济、社会等角度全面分析了问题产生的原因，并针对南京市政府信息公开的现状，从多个层面阐述了为促进政府对信息有效全面公开的对策，并为目前南京市政府的信息公开建设提出了建设性的意见。

Title  The research of the status quo about Nanjing government information disclosure 

Abstract With the continuous development of social economic and political,human well into the information age.As the most important resource of the human society, most of the information in government hands.Government information public has been a very important role in improving government efficiency, fairness, transparency, and it can maintain social stability which has become a global consensus, countries are committed to building a sun-oriented government.On April 24, 2007, Premier Wen Jiabao signed a State Council Order No. 492, announced <the People's Republic of China on Open Government Information>, which makes the government information public got greater development.On November 20, 2007,Nanjing government also approved the <Nanjing government information open regulations> in city executive meeting,which established all kinds of activities suitable for the city government organs at all levels of open government information articles. 

From the perspective of government information disclosure status quo of Nanjing to draw out the government information disclosure of related problems,this passage pointes out the government information disclosure of related concept definition, and analysis of the Nanjing municipal government information disclosure of the research background, relates to information disclosure and government information disclosure regulations promulgated by analysis the existing problems.Using the reality situation and the cases, analysis comprehensively of the causes of the problems from the historical, institutional, political, economic and social,for the the status quo of the information of the Nanjing Municipal Government and open,this passage will elaborate countermeasures from multiple levels to promote effective comprehensive open government information, and put forward constructive suggestions for the construction of the Nanjing government information disclosure.
