摘要本文以江苏省13个市为例进行城镇化背景下土地利用效率的研究，分析国内外关于土地利用效率方面所取得的成就。在分析相关文献的过程中，归纳总结出城镇化、城市土地利用效率等相关概念以及与土地利用效率相关的基础性理论。概括对江苏省的城镇化现状以及城市土地利用现状，分析总结数据包络分析方法的使用过程及数据包络分析方法的优越性。从土地、资本、劳动及环境、经济、社会等方面建立投入产出指标体系，采用BCC模型并结合DEAP2。1软件测算出各城市的综合效率、纯技术效率、规模效率，得出DEA有效的城市和无效的城市，并且得出江苏省土地利用效率的总体水平较高但苏南、苏中、苏北存在地域上差异的相关结论。据此分析造成这种测结果的原因，根据分析出的原因对土地利用提出了改进的意见。在本文最后提出了要有针对性的对各个区域的各个城市制定科学合理的土地利用总体规划，并且严格按照制定的土地利用总体规划对土地进行开发利用；合理的使用有限资源，优化财政支出结构和调整产业结构；注重土地可持续利用；严格控制规模和及时调整投入等改进的意见。这能够给决策者就如何合理利用城市土地资源,提高城镇化背景下土地利用效率,促进城镇化健康可持续发展等提供参考。74489

Under the Background of Urbanization Land Use Efficiency Research 

Abstract This article uses 13 cities in Jiangsu province as an example to carry on the efficiency of land use under the background of urbanization, analyses the achievements of land use efficiency at home and abroad。In the process of analysis of related literature at home and abroad, it sums up the urbanization, the urban land use efficiency and other related concepts and basic theory related to land use efficiency。 Analyzes the present situation of urbanization and urban land use status in Jiangsu province, and analyzed the using process of the data envelopment analysis (DEA) method and the superiority of DEA method。 From the land, capital, labor and environmental, economic and social aspects of input and output index system, by using the BCC model。 And use the DEAP2。1 software to measure the comprehensive efficiency, pure technical efficiency and scale efficiency。Concluded DEA efficient cities and invalid, and the overall level of land use efficiency is higher but in jiangsu province southern jiangsu, middle and north jiangsu regional differences on the related conclusion。 Get the conclusion of DEA efficient cities and invaild and the overall level of land use efficiency is high,but there is a lot differences between south,middle and north in Jiangsu province about the level of land use efficiency。On the basis of analysis of the cause of the test results,  putting forward the improvement opinion to the land utilization。 Finally the paper gives the advice:targeted to all areas of the cities to establish scientific and reasonable land use planning, and in strict accordance with the development of the general land use planning on land development and utilization; reasonable use of limited resources, optimize the fiscal expenditure structure and the adjustment of industrial structure; pay attention to sustainable land use; control the size and adjust strictly。It can give decision makers on how to reasonable use of urban land resources, improve the efficiency of urbanization under the background of land use, promote the healthy and sustainable development of urbanization。
