本文以扬州市为例，介绍了扬州城市的基本概况，描述了扬州城市发展历史变迁和典型历史时期城市规划特点，研究分析了扬州在古城保护发展中取得的成绩和不足之处，并针对规划中出现的问题，提出对历史文化名城保护与发展的有效对策。

Abstract Historical and cultural city is a product of the development of human civilization。In the process of rapid urbanization,we must correctly handle the relationship of the ancient city protection and development。We should improve the level of urban development, attach great importance to the development of historical and cultural heritage protection, respect for history, and strive to maintain the tradition of the ancient city of the historical appearance。

The Yangzhou City as an example, introduces the basic situation of Yangzhou City, Yangzhou city development history and typical historical period, urban planning characteristics are described, research and analysis the achievement and deficiency of Yangzhou has made in the development of the ancient city protection, and in view of the problems in planning and put forward effective countermeasures of protection and development of historical cultural city。
