摘  要：当今时代是互联网时代，整个社会都因互联网发生了巨大变革，政治系统不免也受到冲击。因此，互联网成为了政府治理的新背景，尤其对政府治理模式产生了空前未有的影响。我国政府治理模式从社会zhuyi制度确立以来主要经历了计划经济时期、市场经济时期与现阶段这三个主要时期，不同时期的变革各具特色，尤以现阶段互联网时代下的相关变革最具鲜明新特征。互联网对政府治理既是机遇也是挑战，当下推行“互联网+政务服务”成为政府治理的必然要求，即要求政府不断向实现现代化的治理体系而努力，不断提升并优化自身互联网应用能力及治理能力。77384

The Research on the Reform of Government Model in the Internet Age

Abstract：Today is the the Internet age, the whole society has great changes, with unavoidable impact on political system。 Therefore, the Internet has become a new background of government governance and has an unprecedented impact on the government governance model。 Since the establishment of the socialist system, the government governance model has experienced three main periods: the planned economy period, the market economy period and the present stage。 The three main stages exhibit different characteristics, especially this stage。 In the era of Internet in our country, governance reform presents new characteristics。 The current implementation of the " Internet + e-government service" has become the inevitable requirement of government decentralization。 Internet governance means opportunities and challenges to the government, which requires the government to constantly strive to achieve the modernization of governance systems, and constantly improve and optimize their own Internet application capabilities and governance capabilities。

当今时代是互联网时代，以互联网为代表的信息网络使得互联网社会正在崛起，整个社会都因此发生巨大变革，政治系统不免受到巨大的冲击。我国政府治理模式为顺应时代变迁而经历了三个阶段的变革，其中互联网时代是现阶段政府治理的新背景，政府治理模式发生了新变革。互联网的应用为政府治理技术、理念、职能与体制全方位的变革提供支撑，催生出“互联网+政务服务”等新的政府治理模式，也迫使政府通过互联网提升自身治理能力，更好地处理公共事务、满足公众需求。因此, 极度需要把互联网时代作为新背景来研究当局的治理模式变革。不同时代呈现出时代赋予的特征，互联网时代充满机遇与挑战，要求我们充分利用互联网倒逼政府不断改进治理模式。论文网
