江苏城乡低保标准合理性研究
摘要：随着我国经济水平的不断提高，城乡低保标准水平也在不断提高。通过文献浏览我们可以知晓，我国低保标准水平仍然偏低，扶贫工作有待进一步加强。低保标准的合理性与低保标准测算方法密切相关。本文以江苏省为例，通过观察江苏省的扶贫现状，使用不同低保标准测算方法进行实例测算，并对比分析测算结果。以此为依据，提出以下关于城乡低保政策推进过程中的建议：一是统一低保标准的计算方法，可以统一采用消费支出比例法作为测算方法；二是建立低保标准的调整机制，根据各地情况及时调整，合理更新低保标准；三是全面提高最低生活保障水平，积极响应“三农”政策；四是完善低保资金筹集机制，采用多元化的更科学的方法进行低保资金的筹集。78842

A Study on the Rationality of Urban and Rural Minimum Living Standard
