摘要：随着我国高等教育学校逐年扩大招生规模，其中经济贫困家庭的学生也随之扩大，同时每年接受高等教育所需负担的学杂费也越来越高。我国高等学校的贫困生问题日益突出,主要体现为教育公平，而教育公平则是社会公平的一个重要分支，是一项急需解决的社会问题。国家助学贷款作为一种特殊的商业贷款，在帮助经济贫困家庭学生完成学业的同时，起到促进经济增长、增加人才输出等积极作用。81239

在国家助学贷款不断普及深入至今，高校助学贷款工作中的参与主体职责定位偏差、实施过程中流程不规范等问题逐渐显露出来，影响了国家助学贷款的使用效率，阻碍了国家助学贷款的发展，本文以国家助学贷款政策文件、报告为基础，结合专家、学者的观点，从国家助学贷款参与主体和助学贷款工作流程两方面分析目前国家助学贷款的问题，参考专家、学者的研究观点，结合国外助学贷款理论、方法，从国家助学贷款工作参与主体角度，提出强化政府主导的角色、淡化高校“中间人”的角色和参与的金融机构多元化的建议；从国家贷款工作实施过程角度，提出加强国家助学贷款的宣传教育、贷款后的监管等建议。最终，不仅提高国家助学贷款的使用效率，帮助越来越多需要帮助的贫困生，同时能够为国家助学贷款务实基础，为未来更快更好地发展做好铺垫。
