一、 前言
中部优尔省（山西、安徽、江西、河南、湖北、湖南）在区位上承接东西、贯通南北，资源和产品优势突出，人口众多，科教实力雄厚，具备加快经济发展的有利条件，目前，开放度不够已成为制约中部地区发展的重要原因。2005年，我国对外贸易总额已达14221亿美元，但中部地区的对外贸易额只有415亿美元，仅占全国的2.9%;全国实际利用外资603亿美元，中部地区吸收外资48亿美元，约占全国的8%。中国改革开放的实践证明，在封闭的环境中求发展是不可能的。中部地区要实现崛起，必需进一步扩大对外开放，大力吸收外资和发展对外贸易。
