Analysis of The Efficiency of Using Foreign Capital in He Nan province
Abstract：In recent years ,in the government and enterprises to promote the use of foreign capital of He Nan Province, significant achievements, to a certain extent, promoted the development of economy and society in He Nan province. However, compared with other domestic coastal city, utilization of foreign capital in He Nan Province, there are still gaps and problems, the use of foreign capital, the source of He Nan province regional structure, industrial structure and investment analysis, find out the existing problems of foreign capital utilization efficiency, such as "owned" tendency obvious, source of foreign investment single etc.. Aiming at these problems, the rich foreign capital utilization mode, optimizing the structure of foreign capital utilization and countermeasures.

前言
外商投资作为当今经济开放的重要指标之一，逐渐成为全球经济不可或缺的力量。自改革开放以来，河南省利用外资的成绩显著，在一定程度上促进了经济的发展，但是，也存在一定问题。提高河南省外资利用效率，对于资源的优化配置，河南省经济的稳步发展，人民的生活稳定有很大的进步意义，因此对河南省利用外资效率进行分析并提出提高外资利用效率的对策，不仅必要而且意义重大。
一、河南省利用外资效率概述
(一)利用外资效率的含义
1.效率
关于效率的定义，在经济学领域中不同的经济学者有不同的理解。萨缪尔森 提出“在一个经济的资源和技术既定的条件下，如果该经济的组织能够为消费者提供最大可能的各种商品和劳务的总和，那么这个经济就是有效率的”。曼昆 把效率定义为“效率是指社会能从稀缺的资源中获得更多的东西”。樊纲 认为“效率，指的就是投入与产出或成本与收益之间的关系。当我们说一个经济单位有效率的时候，指的就是这一经济单位用一定的技术和生产资源位人们提供了最大可能的满足”。梁小民 指出“当生产一定量产品的成本达到最低时就实现了经济效率”。
