摘    要

绿色壁垒作为非关税壁垒的主要表现形式，近年来屡屡威胁到宁波的水产品出口贸易，并阻碍了其发展的脚步。本文通过分析宁波水产品出口遭遇的绿色壁垒现状，并从养殖、加工、流通环节对宁波水产品出口遭受绿色壁垒的原因进行特定分析，研究发现绿色壁垒对宁波水产品出口在短期内起抑制效应，而在中长期内则起促进作用。结合上述内容本文从企业、协会、政府三个方面出发提出了积极推进安全认证工作、加强绿色壁垒预警机制建设以及实施市场与产品多元化发展战略等应对措施，以帮助宁波水产品出口提高国际竞争力，从而有效地突破贸易伙伴国的绿色壁垒。85186

Abstract

As the main form of Non-tariff barrier, Green Barriers hinder Ningbo aquatic product exports and its development for the past few years。 According to the analysis of Ningbo aquatic product exports in the current situation of the Green barriers, and the specific analysis of its factor from the breeding, processing and circulation ,this paper found that, Green Barriers have inhibitory effect on Ningbo aquatic product exports in a short time, while play a driving role in the long term。 Combing with the above content, this paper puts forward the countermeasure from the perspective of enterprise, association and government, including that boosting safety certification, strengthening the construction of Green barriers early warning mechanism, as well as implement the strategy of market and product persification and so on。 All these measures will help Ningbo to improve its international competitiveness of aquatic product exports, thus effectively break through the Green barriers of trading partners。
