Abstract: With the development of international trade in our country more prosperous, and the increasing deterioration of the international trade environment, our country export trading companies are faced with the increasing pressure, to alleviate the pressure of the huge export foreign trade companies, export credit insurance arises at the historic moment. The main content of this article is about since the beginning of the export credit insurance in our country, the development of the situation, and analyze the export credit insurance in our country, many problems exist in the process of development, efforts to explore new feasible solution, to eliminate or reduce the existing maximum undesirable phenomena, and gives policy suggestions and innovative ways.

我国出口信用保险发展的现状与创新前言
随着我国加入世界贸易组织和经济全球化进程的加快，大量的中国企业开始走向国际市场。然而，在我国各大出口企业纷纷走向国际市场的同时，他们也不得不面临因走向国际市场而付出的巨大代价。为了大力加强我国出口产品放心地走出国门，并在国际市场上站稳脚跟，中国的出口信用保险应运而生。目前，出口信用保险在我国已经有了近40年的发展历史，作为世界贸易组织所允许的为数不多的鼓励出口政策，已经取代了昔日的出口退税等贸易保护措施。我国的出口信用保险的发展也不是一帆风顺的，我国在采用外国发展的宝贵经验的同时，也基于本国国情出发，分析现阶段存在的问题，努力研究对策及有所创新，再加上我国政府的大力支持，出口信用保险在我国发展的形势也是蒸蒸日上。

1．出口信用保险概念
所谓的出口信用保险，就是指一国政府支持的保险机构通过承保普通的以盈利为目的的商业保险公司主观上不愿意或者是有心无力承保不起的的政治和商业风险，来保障相关出口企业顺利收汇的一种国家支持的政策性保险业务。出口信用保险是国际上公认的世贸组织允许的为数不多的鼓励出口、最大限度防范收汇风险的一种手段。
