摘 要：自2004年起，江苏省引领保险业积极开展政策性农业保险，而徐州市在发展政策性农业保险的工作上，一直处于领先地位，发挥着示范作用。本文以徐州市政策性农业保险为研究对象,首先分析了徐州市政策性农业保险的发展现状，然后总结出政策性农业保险在发展过程中所面临的几大问题：农民参保意识不强、积极性不高；农民收入低、政府投入少；政策性农业保险市场不成熟、保费收取难度大；保险公司职能严重缺位，农业保险缺少配套法律法规的保障。最后对其存在的主要问题,提出相应的对策建议。70887

Abstract： The Jiangsu province lead the insurance industry actively to carry out policy-oriented agricultural insurance since 2004. Xuzhou policy-oriented agricultural insurance work has been in the leading position in Jiangsu province in long time and it plays a typical demonstration role. Taking Xuzhou policy-oriented agricultural insurance as the research object, this paper analyzes its present development situation in the first, and then sums up some questions which the policy-oriented agricultural insurance faces in the process of development.：Farmers ginseng protect consciousness is not strong, the enthusiasm is not high; The farmers' income is low, less government spending; Policy-oriented agricultural insurance market is not mature, the premium charged is difficult; Functions of insurance company serious absence of agriculture insurance lack of form a complete set of laws and regulations .Finally, it puts forward some relevant countermeasures and suggestions to solve the main existing problems.

1  引言

在国民经济发展中，农业占据十分重要的地位。然而农业经常遭受自然灾害、气候、农作物病虫害等因素的影响，所以农业的发展需要依赖政策性农业保险。推进政策性农业保险对建设社会zhuyi新农村具有重大影响，是保障农业生产安全、维护农业生产主体利益和社会稳定和谐的重要措施。政策性农业保险有利于规避农业生产中的风险，避免农民收入下降，可以促进生产效率的提高。
