本课题的研究从发展历程上看，国内外有关政府部门的干部管理信息化水准还是较高的，形式也多种多样，这些有关部门的干部信息管理、干部任免管理、干部查询管理等都已发展到了相对较为成熟的地步。像美国等一些较为发达的国家甚至己经升高到程序智能化的水平，形成了相对完善的干部管理信息化架构，非人工化的管理早就已经提升到一定的高度[１]。76925

国内的情况与国外的相比较而言，我国的干部管理工作与自动信息化系统研究进度还处在发展阶段，有很大的进步空间。国内干部信息化管理建设起源于八十年代初期，二十世界末年进入重点发展时期，到了当前社会，随着互联网技术的飞速提高和政府部门转换能力的加强，国内干部信息化管理建设发展到了更加全面整体的新阶段[１]论文网
