3。1 The definition of ICC文献综述
Before discussing ICC, it is necessary to briefly introduce another concept "communicative competence", which is closely related to it。 Hymes argues that communicative competence refers to the ability to use language appropriately in a given language environment and the ability to communicate successfully with different people on different occasions and places。 The core of Hymes' communication concept is the "appropriateness" of language, and the appropriateness is more of a cultural rule and constraint。 Different cultures have different conventions。 The statute is the main reason for the conflict between the different countries and the different cultures。 Therefore, in the cross-cultural international exchanges and cooperation, only possessing communicative competence is far from enough, we also should possess ICC。 (Hymes 269) ICC refers to the ability to communicate with other cultural members appropriately in a given environment, including knowledge, awareness and skills (Yang 3)。 First, cross-cultural communicators must be familiar with the knowledge of the culture of the target language。 Secondly, on the basis of understanding the cultural knowledge of the target language, it is necessary to have the observation, sensitivity and consciousness of the culture of the target language。 At last, they can use the cultural knowledge and cross-cultural awareness in the actual interaction in order to achieve effective communication。
3。2 The present situation of oral English teaching in junior high school
For a long time, our country has been carrying out examination-oriented education system。 English as a test subject is rarely used as a language to learn。 Teachers have been focused on training students’ reading and writing competence for a long time。 They do not pay attention to the pronunciation and intonation of the training, ignoring the students' oral English exercises。 And the students in the examination-oriented education environment have to deal with all kinds of test。 They need to recite a lot of words, do a lot of reading and listening every day, in order to achieve high scores。 So in this process, teachers as well as students themselves ignore the training of spoken English。 So many students are even well versed in grammar and vocabulary, and even can write into chapters, but they are unable to speak fluently。 We can even say that English teaching in China has been in a state of “dumb English”。 Theory cannot make up for the shortcomings of spoken language。
