摘要：淮安在抗战时期成为苏北新四军的根据地，有着颇为兴盛的文化和丰富的抗战 遗址。文章就将对淮安市洪泽区的抗战遗址调查、整理、分类，介绍其形成背景、种类和 分布情况，阐明其历史地位和价值意义，分析其保护和利用的现状，并总结现状中存在的 问题，提出保护与利用的策略，从而发挥抗战遗址的历史文化价值、社会教育价值和经济 旅游价值，弘扬以爱国主义为核心，团结统一、爱好和平、勤劳勇敢、自强不息的民族精 神，推动爱国主义教育和抗战文化的建设，以警醒世人不忘历史、珍爱和平，为实现中华 民族伟大复兴的中国梦提供强大精神动力。90527
