摘要：随着网络的普及，公民要求政府回应的呼声逐渐提高，自2009年以来，各地的政府网络新闻发言人如雨后春笋般出现，而政府网络新闻发言人制度的建设也红红火火地开展了起来。论文结合最近几年的实际案例，分析了我国政府网络新闻发言人制度的特点和发展现状，如新闻发言人制度的非常设和非专任性、新闻发言人缺乏明确的法律法规的支持、新闻发言人缺乏专业精神和职业素养。尤其是针对我国政府如何完善网络新闻发言人制度这一点，论文进行了系统、深入、务实的研究，提出了科学评估发言效果、构建线下信息交流平台、推行产业化运作等可行性建议和措施。
