Oral English teaching is not equal to the common process of imparting knowledge, whose teaching mode needs to reflect the practicability, intellectuality and enjoyment, which is easy to arouse the enthusiasm of teachers and students. At the same time, it should reflect the dominant role of students and the leading role of teachers in the teaching process.

The evaluation of oral English teaching is to check the ability of handling English in practical use. Preparation and the degree of influence about language is one of important indexes to measure the effects of oral English teaching.
III. The Restrictive Factors
As globalization is expanding, English has been becoming an international language, as a tool to communication. But in China, especially, in rural areas, this tendency is not accepted, what is more worse, the present situation is maintained all the way. For example, students pay more attention to study grammar, less attention to cultivate the ability of listening, speaking, reading and writing. At the same time, teachers worship traditional teaching modes, themselves also don’t own these skills and overlook these skills’ cultivation. The local government does not devote a lot of money to schools, so the schools don’t have the economical conditions to supply opportunities with students. These defects result that when students do the paper, they can do well, but once they run across interpersonal communication, and they will make mistakes and even don’t understand what the opposite persons talk. That is it which is not up to requests of concept of oral English teaching and new English curriculum for Chinese primary and secondary schools. Because the teaching conditions are worse than town, a lot of students leave their countries to pursue good education. To teachers, owning to salary, most of them leave to big cities for high salaries. So what causes do result in these problems? Next we will discuss these restrictive factors, which cause these problems.
3.1 The Influence of Traditional Teaching Concept on the Oral English Teaching
New curriculum theory requires that class should center on structure and the function of class to organize and innovate, in order to offer the chance of thinking and imagining. Apart from training listening, speaking, reading, and writing, it is more important to improve the ability of getting information, analyzing and solving problems, with the purpose of making students handle English systematically which exists in the all the process of English teaching. To fulfill the goal of new curriculum, I think we not only impart the systematical knowledge to students, but also cultivate English skills, especially skill of processing English systematically to communicate, which is one important goal of oral English teaching.
New curriculum pays more attention to students, so students, the maim bodies, do teaching activities in the classes, while teachers’ role is to organize, help, supervise and guide the students to learn to study by themselves and make the students experience the process of acquiring knowledge. It also focuses on developing students’ various skills, and improving knowledge and skills, process and methods, attitude and value totally. At the same time, it wants to build the study mode, hat students can study alone without others’ help, and build harmonious, relaxing and fair environment where students can study without burden. All of these can transform the phenomenon of emphasizing the grades and can really regard students as the bodies who obtain intellect and improve themselves.
Language is not an old principle, but a tool or means to communicate with others. In our daily teaching activities, we take more time to teach grammar and explain it, which result in that we pay less attention to teach students to handle English flexibly and properly. In Chinese traditional class, teachers are the god, who students must worship and rely on, so in classes, most time, teachers always speak, and students listen and write down notes. It is pity that students are worth of sympathizing, because they always under others’ control and live under others’ shadows without themselves’ ideas, meanwhile, they do endless home work all the way.
