志愿服务体系构建中三位一体的推动力研究——以张家港志愿服务体系建设为例

摘要一个完善的志愿服务体系的建构，需要政府、社会、市场三位一体的推动力。本文以市场失灵理论、政府失灵理论以及第三部门理论为理论支撑，学习北京市、四川省、广东省志愿服务发展的经验，借鉴美国、日本和新加坡志愿者体系发展模式，对张家港志愿服务体系建设现状进行分析，研究张家港志愿服务体系构建中三位一体的推动力，学习政府、社会及市场三个主体之间积极合作，将服务活动项目化运行的模式。并根据张家港的实际情况提出加强志愿服务体系建构的建议，即需要从服务内容、资金来源、社会参与程度等方面来改进，为我国志愿者服务事业的发展进步做出微薄的贡献。86248

Research on the Trinity Driving Force in the Construction of the Voluntary Service System 

——Taking the Construction of the Voluntary Service System in Zhangjiagang as the Example

Abstract A complete volunteering service system needs the unified force from government, society, and market。 Supported by the Market Failure Theory, Government Failure Theory, and the Third Sector Theory, tries to analyze Zhangjiagang City’s present volunteering system by comparing it with Beijing, Sichuan, Guangdong province’s positive experience in volunteering service and referring to developing models of the United States, Japan and Singapore’s volunteer systems。 It aims  study how the government, society and market fully corporate and make unified force in this model of running the volunteering events as programs。 And based on Zhangjiagang City’s reality, this thesis will give advice in improving the vulunteering system construction of Zhangjiagang City from the perspectives of service content, sources of funding and community involvement。 Hopefully it will offer, if not much, theoretical support for the development of volunteer service in China。
