政务公开的效果评估与对策研究以南京网络问政网为例

摘要本文首先对我国当前政务公开发展状况进行了回顾，比较了国内外政务公开发展现状的差距；其次以“南京网络问政网”作为个案研究，通过借鉴国内外学者的评估体系构建方法，构建了“南京网络问政网”政务公开效果评估的概念模型和评估体系。该评估体系共有三个维度分别是形式、内容和交互性，并细分为六大指标，分别是易用性、信任度、可靠性、信息的质量、信息的外观、覆盖影响力、服务成熟度，对南京网络问政网进行了简单的评估；根据上述研究，总结了政务公开尤其是网络政务公开在实际运行过程中遇到的问题，主要是从宏观规划视角、中观组织结构视角和微观操作视角进行分析，并给出了具体的对策：总体上来说要加快领导者观念的更新、加强政务公开制度建设和法治建设、引进第三方评估机构进行科学系统的评估、完善人才选拔和培训系统，不断推进大部制改革以精简部门结构，提高工作效率。但目前政府最重要的应该是将工作重心放在微观操作的改进上来，这是改善政务公开效率最直接也是能最快见效的方法。87629

Title Open government performance review and Countermeasures As "Nanjing network governance network"
