摘 要：现如今社会主义市场经济发展迅猛，互联网也随之进入了高速发展的阶段，“360行”几乎都能通过互联网进行运营工作，可见网络化的背景正不断充斥着我们社会的经济、政治、文化等多个方面。本文是对公民网络参与公共政策制定问题研究，公民网络参与作为21世纪公民参与政治的新方式，由于其原本已拥有的信息技术平台而显得更具有优越性，但也会存在各种各样的弊端，比如相关配套制度不健全、民众对其的认识深度不够、以及相关监管和绩效评价力度不强。本文认真分析其中的相关问题，指出网络参与不合理的地方并同时提出相应的对策和意见，使政策制定更具科学性、民主性及适用性。 85690

The Citizen Network Participation in Public Policy Studies
Nowadays ,with rapid development in the socialist market economy，and the Internet has entered the stage of high-speed development。 we can see the existence of the Internet at the end of every place。Networking is filled with many aspects, such as economic, political and culture of our society 。This article is to research the citizen network participation in public policy issues,Citizen network participation as a new era of citizen participation in politics。 Due to its original advantages of the existing information technology platform and appea 。But there are all sorts of malpractices,such as the relevant supporting system is not sound, public understanding of its depth is not enough and the related regulation and strength of the performance evaluation needs to be improved。 This article carefully analyses the related problems, points out that the unreasonable network in place and at the same time put forward the corresponding countermeasures and advice,we believe the policy will more scientific democratic and applicability。

随着我国社会主义制度的渐渐完备，市场经济高速发展，民众的权利意识逐步增强，大部分人都能积极加入公共政策的制定。公共政策是对全社会价值所做的权威性分配。21世纪，一个经济、政治、文化多方面高速发展的时代，公民参政形式也得到很大改变。公民通过网络参与公共政策的制定这更加有利于政策科学化、民主化。本文从我国民众网络参与公共政策制定的有关价值理念出发，认真分析了公民网络参政的特点、现状和政策制定与网络的关系，并理性解析其中存在的问题。对于社会上出现的普遍问题提出了相关建议：首先政府要行动起来，发挥引导作用，完善相关法律法规，推进制度建设，其次是政府要努力制定一种激励政策，鼓励全民参与，接着是加强公民网络参与的项目监管，最后是借鉴西方先进的经验，完善自我！引导公民利用网络积极、合理地参与公共政策制定，这对加强和谐社会建设，促进社会民主化都有非常重要的意义。 公民网络参与公共政策制定问题研究:http://www.youerw.com/guanli/lunwen_197329.html
