摘要：残疾人是社会中不可忽视的一个群体，他们或多或少都有着身体上的缺陷，他们是正常人口中的“弱势群体”。就现阶段来说随着残疾人这一群体逐渐被社会关注，相关的支持服务也在进一步改善当中，但目前仅局限于经济补助上，缺少相关的专业服务。本文以浦东新区东明路街道金禾小区为例，通过问卷和实地走访的形式对小区内的残疾人员进行调查研究，从中发现社区所提供的支持服务和相关社会工作者的专业程度都仍有不足之处，因此本文在介绍相关服务政策的同时更着重阐述现阶段残疾人的主要需求，以及社区应该如何开展残疾人支持服务和遇到的一系列问题及解决建议。32860

Abstract：The disabled is a group that can not be ignored in the society, they are more or less have a defect in the body, they are vulnerable in the normal population. At the present stage, with the people of the disabled, the community is gradually concerned, the relevant supporting services are also further improved.But at present, only limited to economic subsidies, the lack of relevant professional services.This paper takes the street gold Wo District of Dongming road in Pudong New Area as an example,The investigation of the disabled persons in the district is carried out through the questionnaire and field visit.Found that the support service provided by the community and the professional degree of the relevant social workers are still inadequacies.Therefore this paper introduces the relevant policy and more focuses on the main demand of disabled people at the present stage, and the community should be how to carry out the disabled support services and encountered a series of problems and solutions.

一．残疾人现状及其研究背景
1.1残疾人的定义和现状
根据全国人大常委会关于1990年12月28日通过的《中华人民共和国残疾人保障法》第二条的规定：残疾人是指在心理、生理、人体结构上，某种组织、功能丧失或者不正常，全部或部分丧失以正常方式从事某种活动能力的人。残疾人包括视力残疾、听力残疾、言语残疾、肢体残疾、智力残疾、精神残疾、多重残疾和其他残疾人。
据联合国的相关调查 ，世界上大约有10%的人是残疾人并且调查显示80%的残疾人生活在发展中国家，在大多是经合组织国家中这一比例女性比男性多的多。在教育方面90%的发展中国家残疾人儿童无法上学、对于残疾人来说最重要的是生存，而生存就意着他们必须就业，然而就业方面同样如此：全球约有3亿8千6百万适龄工作的残疾人，在有些国家残疾人失业率达到80%，只有35%的残疾人处于实际工作状态。从上述材料中不难看出，残疾人这一弱势群体的生活确实存在着各种各样的困难，因此如何加强残疾人的保障已迫在眉睫。
