摘要以环境保护这一社会热点问题为主干，以江苏省徐州市为例，对公众参与环境保护的状况进行调查。通过问卷调查法和运用spss软件分析数据，进行研究和分析，深入探究目前公众参与环境保护在决策参与、过程参与和末端参与这三个方面存在的问题和不足，从宏观把握和微观分析的角度进一步了解公众在环境保护参与过程中的现状，并阐述公众参与环境保护的价值与意义。另一方面，借鉴国外相关经验和方法，进而尝试提出合理的对策建议和切实可行的办法。41856

Research on the current situation and Countermeasures of public participation in environmental protection

Abstract
Take the environmental protection of the social hot issues as the main trunk, taking Xuzhou City, Jiangsu Province as an example, to investigate the situation of public participation in environmental protection. Through questionnaire survey and using SPSS data analysis, research and analysis, in-depth exploration of current public participation in environmental protection participation in decision-making, participation and the end of the process involved in these three aspects existing problems and deficiencies, from the angle of macroscopic and microscopic analysis into one step further to understand the public in environmental protection in the process situation and expatiated public participation in the value and significance of the environmental protection. On the other hand, drawing lessons from foreign relevant experience and methods, and then try to put forward reasonable suggestions and practical measures.

一 导论
（一）研究背景
随着改革的不断深入，社会在各个方面都取得了突出成果，与此同时越来越多的社会问题开始显现，其中环境问题尤为突出。对于正处于改革关键期中的中国而言，环境问题的解决则显得更为迫切。在环境保护领域里，政府和市场这两只手“把持着”保护环境的重任。然而当他们失灵时，作为环境保护的主要参与者——公众，这被忽视的“第三只手”成为保护环境的重要支撑。十二届全国人大常委会通过的《环保法修订案》第五条指出：环境保护坚持保护优先、预防为主、综合治理、公众参与、损害担责的原则 ，这表明了公众参与环境保护对改善环境的重要性。公众参与已成为不容忽视的对策，进一步建立起公众参与机制是实施环境保护的重要途径之一。但目前我国公众参与环境保护的制度尚未健全，公众参与实践、保护和监督环境的各种消极现状仍有待改善。 公众参与环境保护的现状和对策研究:http://www.youerw.com/guanli/lunwen_42068.html
