摘要：作为国民经济火车头的建筑行业，它的劳动密度特别大，由于建筑业自身的特性：固定的建筑产品，工作人员流动频率强、高空作业多，施工危险大，工作环境差、影响安全因素多，预防难度大，所以我国建筑施工发生安全事故的频率较高。这大大地制约了我国建筑行业的成长和经济的可持续增长。建筑企业应当把施工安全管理放在重中之重。 本论文从建筑施工企业的安全管理现状开始，剖析了建筑企业存在的安全管理方面的问题，提出了一些可行的施工企业安全管理的倡议，而且从政策、企业、人员素质等多个层次因素进行辨析。提出一些提高我国建筑企业在施工安全管理方面的建议和方法，提倡安全管理是“全过程管理”的观念。 据我查翻大量文献资料内的施工管理理论，分析了影响安全管理活动的要素，并参考国外的先进理论制度，认为安全管理应自政府、建筑施工单位到施工现场人员三个层面来整体提高安全管理水平，使我国建筑行业的安全管理活动更健全。 58151

Comparative Analysis on Construction Safety Management

Abstract:China's construction industry is an important pillar industry of national economy, it is particularly high density of labor industry, the construction industry because of these characteristics: fixed construction products, the movement of large, high-altitude operations more dangerous large construction, poor working conditions, safety factors influence more difficult to prevent, so China construction accidents higher frequencies. This greatly restricts the growth of China's sustainable development and economic construction. Construction enterprises should put priority on safety management. In this paper, from the status of safety management of construction enterprises began, analyzes the construction enterprise security management problems, some suggestions feasible construction enterprise security management, and in many ways the policy, business, construction quality and other human factors. Some suggestions and methods to improve the construction of enterprise security management, security management is to promote "the entire process management" concept. According to my investigation turned a large number of construction management within the theory of literature, analysis of the factors affecting safety management activities, and with reference to overseas advanced theory system that security should be managed from the government, construction units to the construction site personnel at three levels to improve overall security management level, and improve the safety management of construction activities.
