摘要合理确定并有效控制工程项目造价是工程项目管理的基本内容。对于建设单位来说，控制造价就是在保证质量要求的情况下，运用最少的投资达到最完美的效果。建筑项目投资是进行项目管理的核心部分，它贯穿于工程建设的全过程。只有做好造价管理工作，合理使用资金，才能取得最佳的投资效益，达到预期的目标。随着我国建设领域的不断发展，建设施工水平的不断提高，建设单位开始普遍关注造价管理这一理念。工程造价管理贯穿于建设项目的始终。为了达到工程造价的有效控制的目的需要根据建设项目在不同阶段的特点和相应阶段造价管理的重点，采取针对性的造价控制方法。52606

本文从建设单位的角度，以加强工程造价管理，提高造价控制水平为目标，着重研究了国内外工程造价管理制度，分析我国造价管理研究的现状，提出各个阶段控制造价的重要性，并给出了有效控制各阶段工程造价的具体措施。并提出了加强对设计阶段、施工阶段、管理阶段、预决算阶段、动用准备阶段等各个环节的系统管理，使各个阶段相辅相成，合理利用投资建设高质量工程的理念。

Abstract The basic content of Project Cost Management is that we should determine and control project effectively. For the construction unit, to control project cost is to make the most of finance, and it is the premise of quality and safety of the project. The project cost management is the core part of project construction unit management, it exits throughout the whole process of project construction. So only if we manage the cost well and use the finance reasonably can we get the best benefit and reach the expected goal. With the development of China's construction industry, construction units start to pay attention to concept of cost management. The project cost management starts from the beginning of the construction to the ending. It contain: the investment stage, the design stag, the bidding stage, the construction stage, the completed stage, the completed stage and so on. To control the project cost effectively, we should master the focus of different stages, and take effective methods.

This paper starts from construction units, and it focuses on strengthening the management of project cost and improving the cost control level as well. It is based on the experience of foreign countries, then analysis current situation of our country, and points out the importance of cost control in each stage, finally provides specific measures of cost control. At the same time, the management of design, budget and final accounts should also be included, as each stage cannot live without each other, so we need to use investment effectively and try our best to construct engineering of high quality.
