In order to solve the problem of urban traffic congestion,the thesis uses the theoretical framework and analysis method of standard economics,which reflects a mode of thinking,i.e.the combination of principles of economics and social problems.The thesis also builds a system analysis framework for promoting basic theory research on the cure of the problem of urban traffic congestion,moreover, provides some references on the way of thinking and analyzing to the task of solving social problems in an economic way.Another method used in the thesis is embedded empirical background,by which the traffic “dilemma” problem in Hangzhou City is as the chief source of reality, So as to offer an auxiliary show in this field to the promotion of theoretical study and the structure of framework.The policy orientation and policy foothold derived from theory analysis,is made for establishing the basis of qualitative analysis to promote the development of relevant empirical research;and the last corresponding countermeasures system raised is helpful for the city。government to make an effective decisions in the urban management.
