PPP项目的风险分担方式研究

摘要随着我国改革开放脚步的逐渐深入，市场经济逐步形成，国家基础设施的建设有了越来越多的私营企业加入，由此出现越来越多的PPP项目，即公私合营项目。由于大多数的PPP项目都具有时间长、投资大、风险高等特点，所以项目成败的关键就是项目中存在的主要风险能否被合理、公平地分配。因此，想要合理地分担风险，并保证项目顺利完成就必须对项目风险分担方式进行研究。56090

首先，本文对PPP模式的相关内容进行了系统的梳理，并对国内外PPP项目的实施和国内外风险管理的现状进行了更加深入的分析，从而为下面的PPP风险的分担方式研究提供了必要的知识和实践背景。

然后本文还对PPP项目的风险分担进行了分析，提出了它的内涵、特征、原则和框架等，并将政府和私营机构应当承担的风险分别列举出来，使PPP项目的风险分担方式更加具体化。

最后，结合深圳沙角这一PPP项目进行案例分析，得出公共部门与私人部门对共担风险的承担份额，并做出一些制度性保障和建议。以期对PPP项目的风险分担方式有更好的决策以及管理，从而使PPP模式能对我国基础设施建设提供比较大的帮助。

Abstract With the gradual reform and opening up, the market economy is gradually formed, more and more private enterprise joined to the wave of national infrastructure construction. So, more and more PPP project appeared, namely the public-private partnership. Since most projects have the characteristic of large investment, long time, high risk, whether the main risk of the project can be reasonable and equitable distribution becomes the key to the success of the project. Therefore, study the risk sharing method of the project, not only provides the decision-making basis for rational sharing risk, but also provide the guarantee for the successful completion of the project.

Firstly, this paper cleaned up the related content of the PPP model, and deeply analyzed the status of the implementation of PPP project and the risk management at home and abroad. In order to provide necessary knowledge and realistic background for the PPP project risk sharing method.

Then, this paper analyzes the risk-sharing of the PPP project, presented its connotation, characteristics, principles and frameworks, and listed the risks which the government or the private sector should bear, to make it more specific.

PPP projects then paper also analyzes, and the the risks were listed, the risk-sharing PPP projects more specific way.

Finally, it analyzes the result though combining the PPP project of Shenzhen. Draw the share of total risk between the public and private sectors, and put forward some institutional guarantee and related recommendations. With a view to have a better decision-making and management to the PPP project risk sharing method, so that the PPP project can provide more help to the infrastructure construction in China.
