摘  要土地可持续利用具备三层含义：（1）土地在可利用的条件下保持相对稳定状态，在生产力与生态环境下均衡发展；（2）以经济社会利益看，必须保证特定土地具备特定用途；（3）以时间维度看，可持续是一个长期过程，发展不能局限在眼前利益，更重要应考虑未来发展；系统来看，土地可持续利用实质上是社会、生态、经济协调发展的过程。本文在分析兴义市土地利用现状基础上，分别从生态环境效益、经济效益、社会效益等三个方面，选取21个指标，运用层次分析法对兴义市土地可持续利用进行评价，并提出土地可持续利用的对策。研究得出的主要结论有：（1）截至13年底，兴义市土地可持续以农用地可持续为主。（2）07年以前生态环境对土地可持续利用影响显著，07年之后，因子影响所占比重发生改变，土地利用评价的三个指标中经济因子所占比重最大，社会和生态因子相对较小。（3）兴义市的土地可持续利用程度受到政府的干预最大，主要在于政府如何规划，策略如何实施。69209

Xingyi of Guizhou sustainable land use evaluation and countermeasures research

Abstract

Sustainable land use has three meanings: (1) land with available conditions keeps relatively stable state, it develops balancedly under the productivity and ecological environment; (2) In view of economic and social benefits, we must ensure that the specific land has a particular purpose; (3) In the dimension of time, sustainability is a long-term process. Development can not be limited to the immediate interests, the more important should be considered for future  development; From the perspective of system, the essence of sustainable land use is  the process of social, ecological and economic coordinated development. Based on the current status analysis of Xingyi City land use, this thesis respectively selects 21 indicators from  three aspects of ecological environmental benefits, economic benefits, and social benefits, using analytic hierarchy process to evaluate the sustainable utilization of land in Xingyi City, and puts forward the suggestions on the land sustainable use countermeasures. The main conclusions are: (1) Up to the end of 2013, the sustainable development of land in Xingyi city is mainly based on the sustainable development of agricultural land. (2)Before 2007, the ecological environment for sustainable land use was significant. After 2007, impact factor accounted proportion began to change, the largest proportion of three indicators of land use evaluation is economic factor, and  proportion for social and ecological factors is relatively small. (3)  government's intervention influenced sustainable use of land in Xingyi city the most.It mainly depends on how the government plans and how they implement the strategy.
