住房公积金制度对职工的购房支持度研究

摘要：上海实行住房公积金制度的相关政策已经20多年了。在这段时间内，尽管从总体来看职工的住房消费能力是呈现上升的状态，但仍存在很多问题，公积金对职工的购房支持度未达到预期效果。本文主要通过对住房公积金制度的分析，总结出目前公积金政策所存在的主要问题：覆盖面相对较窄，造成享受对象不公平；公积金的缴存、贷款限额等政策引起职工贫富差距越来越大；公积金的管理和资金运作效率低，造成资源浪费等问题。同时，根据这些问题，提出以下解决方法：扩大政策覆盖范围；合理调整公积金缴存比例、贷款发放限额；改进公积金的管理和运营方式；加强对公积金的宣传力度；丰富公积金制度的内容。71078

Research on the Support of Housing Provident Fund System to the Purchase of Workers and Staff Members

Abstract: Since 1991, until 2016, the implementation of housing provident fund system in Shanghai has been more than 20 years of relevant policies. During this period, although in general the staff of the housing spending capacity is showing a rising state, but there are still many problems, the provident fund on the purchase of workers did not achieve the desired results. This paper mainly analyzes the housing provident fund system, summarizes the main problems existing in the current provident fund policy: the coverage is relatively narrow, resulting in the unfairness of the enjoyment of the object; the deposit of the provident fund, the loan quota and other policies cause the gap between the rich and the poor ; The management of the provident fund and the inefficient operation of funds, resulting in waste of resources and other issues. At the same time, according to these problems, put forward the following solutions: to expand the scope of policy; reasonable adjustment of provident fund deposit ratio, loan payment limit; to improve the management and operation of the provident fund; to strengthen the publicity of the provident fund; rich provident fund system content.
