摘要村民小组自生产队体制解体产生后，一直在农村基层民主中发挥着重要作用。村民小组作为村民自治的基层组织，在协助村社组织开展公共管理和公益事业方面发挥着不可或缺的作用。随着社会zhuyi新农村建设的推进，农村社区发展在平稳中推进，如何协调政府主导的社区管理与村民小组的基层民主治理之间的关系，构成为农村社区管理体系建构中不可回避的重要问题。本文通过对中泰街道白云社区村民小组在村民自治体系和农村社区管理体系中的运行变化，尝试研究村民小组在农村社区建设中的存在必要性，探索一套促进农村社区建设中村民小组发展的方法。72377
