摘要：市卫生局介绍，上海医改《实施意见》立足于中长期发展，明确计划到2020年，对本市医药卫生体制进行系统设计，明确医改的指导思想、基本原则、总体目标、改革举措。上海医改总体目标是建立健全覆盖城乡居民的基本医疗卫生制度，实现人人享有基本医疗卫生服务；加强健康管理，提高居民健康素质和生活质量，使居民主要健康指标达到世界先进水平；加快发展现代医疗服务业，满足居民多层次、多样化的医疗卫生需求；进一步发展医学科技，提高医疗卫生服务能力和管理水平，建成亚洲医学中心城市之一。本文介绍了上海市医疗保障体系运行模式和流程，并通过研究找出存在的问题和更好的运行模式处理方法。文章首先介绍了上海市疗保障体系的结构和覆盖范围，医疗保障的结构及设计、模式原理以及医疗政策的基本原则和步骤、和具体要求，力求探究出运行过程中存在的问题，和不适应社会发展的方面，以及体制运行过程中存在的弊端和可能解决的方法 最后对上海市医疗保障体系给出良好的改进意见和建议，努力为城乡结合制度下的上海市医疗保障体系模式健康运行和良性发展贡献出自己的一份力。80917

Abstract: This paper introduces the Municipal Health Bureau, Shanghai medical reform "opinions" based on long-term development, a clear plan to 2020, carry on the system design to the medical and health system of the city, a clear reform guiding ideology, basic principles and overall objectives, reform measures。 Shanghai health care reform overall goal is to establish and perfect the basic medical and health system covering both urban and rural residents, to achieve universal access to basic medical and health services; strengthen health management, improving the health and quality of life, the main health indicators of residents reached the world advanced level; accelerate the development of modern medical service industry, to meet the multi-level, persified health care needs of the residents; the further development of the medical science and technology, improve the ability of medical and health services and management level, and built one of the Asian Medical Center city。 This paper introduces the operation mode and process of Shanghai medical security system, and finds out the existing problems and the better operation mode treatment methods through research。 This article first introduces the structure of medical security system in Shanghai and coverage, structure and design, medical security mode principle and the basic principles and steps, health policy and specific requirements, and strive to explore the problems in the operation process, and does not adapt to the social development, as well as drawbacks in the operation process and system at the end of the possible solutions and suggestions for improvement of medical security system in Shanghai city is good, strive for a force from their contribution to medical security system in Shanghai city health system and the combination of urban and rural development。
